What is the Unified Carrier Registration (UCR)?
The UCR replaces the single state registration system. All motor carriers and other businesses involved in interstate commerce including brokers, freight forwarders and leasing companies must submit annual fees depending on fleet size. This is done in order to supplement funding for state highway motor carrier registration and safety programs. The registration should be in the participating state.
All carriers such as private, for-hire or exempt carriers must register.
Those who register must pay fees through the so called “Base State”. The base state may operate on behalf of participating states. Some states do not participate in this program. If your base state is not participating, then you must pay for the UCR in the neighboring state which is also participating. The following states are not involved: Arizona, Florida, Nevada, New Jersey, Oregon, Hawaii, Maryland, Vermont, Wyoming, and D.C

UCR Renewal and Penalties
If your UCR is unpaid, it can ruin your business. Penalties can be as severe as the detention of vehicles. The severity of these penalties could result in fees that distract your business. Some states have a fine of $100 to $5000 for a first-time offense. It is imperative that you renew your UCR.
